The sim slot in an iPad is for a cellular data connection, you can't use it to make phone calls. If you want to use your iPad to make calls, you need an app like Skype, or you can use FaceTime. But, you can't make cellular calls.

The iPad has no built in SMS capabilities. You can use Messages to send iMessages to other iPad, iPhone, iPod Touch users and Mac computers running Mountain Lion. There are apps such as TextFree that may do what you want.
