How do I download non-iTunes songs?
I uploaded all my iTunes songs on my laptop to the cloud and easily figured out how to download PURCHASED songs on my iPad. But how do I access and download songs that I obtained elsewhere?

What do you mean? You download non-iTunes purchases the same way you download iTunes store purchases. Simply tap the cloud icon next to the track.
I'm confused, but let me explain it like this...
1) I uploaded my songs to iTunes
2) When I access iTunes, I can display a list of all PURCHASED songs that can now be downloaded onto another device.
3) So I assume there's another list of songs that I did not purchased from iTunes but were uploaded. How do I access that list, so I can download some of those songs to my iPad?
What do you mean when you say you "uploaded" your "songs to iTunes?" iTunes is a software application that lives and runs on your computer. You do not "upload" anything to it. You "upload" to another computer on a network or to the cloud.
Also, you've posted to the iTunes Match forum. Have you subscribed to iTunes Match?
It's really very simple..
I wanted to back up all my files to the cloud. I read about an Apple service you can use to upload iTunes songs. It cost $25; I think it's called iTunes Match.
Anyway, I paid $25 and uploaded all my songs. Now I'm trying to figure out how to DOWNLOAD them to an iPad.
The service you subscribed to is inded called iTunes Match. However it is not a backup service. It is your responsibility to backup your personal data locally to an external HDD. You should read this: FAQ: Why iTunes Match Can Not Be Used as a Backup.
To use the service on your iOS device you must turn it on. Go to Settings > iTunes and App Stores and set "iTunes Match" to ON.
