If you're moving an iPhoto library, use the Disk Utility in the /Applications/Utilities/ folder to reformat the drive as Mac OS Extended (Journaled).
If you're moving loose photo files, you can also use MS-DOS as the format or install software on the Mac which allows it to write to NTFS drives.

If I understood you correctly: your photos are winding up on the external hard drive? And you're saying that they are still on the internal hard drive? That is how it is supposed to work: when you "move" things to another drive, they will be copied - you can make sure that they are really there, work as intended, and then delete the originals. If, however, you "move" pics or files from one folder to another on the same drive, then they will really be moved and removed from the original location.
It is not in iPhoto but in my pictures directory. They are all in different 'dated' folders. I want to have a back up on my external hard drive but cannot copy any to it?
Follow the instructions for loose files above.

Gosh I am so new to this - what are the instructions? How do I do that?
Thanks =)
