Can I move an iCloud backup to my laptop

I just noticed my iCloud storage is full because I have a 3.9GB backup of a phone I no longer have. It was an iphone 4. The thing is I might want to keep that backup but not in the cloud. Is there a way to bring it back to my laptop and then erasing the cloud version so I can use the space for my new phone's backup?

Here is the deal. I have a backup showing up on my iphone 5 manage storage settings section. However it is named differently than my current iphone so it belongs to an older device. I'd like to get a local copy just in case.


But I've been reading and iCloud backups don't include photos from the photos app. So if it just contacts and email, I don't want it.
