Simply because it eats my Macbook Storage. I would be happy enough with the preview images in PHOTOS.
For now I import all images from my sdcards (from an external camera) into PHOTOS, wait till all are uploaded
into iCloud and than delete my whole PHOTOS Library. While opening PHOTOS again it starts to download the Preview Images. That saves me a lot of Storage on my Macbook.
Anyhow, uploading directly to iCloud could save me a lot of time.thanks

However, your "requirements" are 180 degrees from the design of iCloud Photo Library.
iCloud Photo Library is a syncing service. Designed to sync 2 devices with each other for photo content.
You are using it as a hard drive in the sky to offload content. This will work, but it is not really what iCloud is meant to do.
You will not likely get a direct to iCloud feature at this point.
