It's basically like a shortcut to a webpage, instead of the actual saved webpage on your machine like an '.html' file. It's a handy way of saving a URL as a document or to your dock in OS X.
.webloc is short for Web Location. These are created by dragging the URL from the browser address window to your Desktop. It contains the actual URL where you were.
When you drag it back into any browser window, you are taken to the URL for that location automagically.
