cannot upload remaining songs

I just subscribed to iTunes Match today, and most of my songs were added to iCloud. But the remaining 800 don't seem to upload. Every time it reaches step 3, it stops about 20-30 seconds later and goes back to step 1 again. Why does it keep doing this?
