In the general tab of the security panel of system preferences the box of require password does not become locked when locking with the padlock.
Is this the norm or is something wrong?

that is correct - appears to be the default.
It is the norm as babowa said - and it makes sense.
This is not the place to set other folks' passwords. That is done in Users and Groups under System Preferences. Instead, this place under "General" is where you change behavior for the current user, in particular, the behaviow when coming out of sleep, etc.
Could some please verify if this is normal.
