Problems getting some contacts into VIP on 4s

HI all

Assistance please. I have noticed that not all my contact names are high lighted completely in bold. If not then they can't be made a VIP.

"Ann Other" would be ok, and could be made VIP

"Ann Other" would not be ok, and could not be made VIP

Any thoughs

iPhone 4S, iOS 6.1.3
