    Welcome to the Apple Community.

     

    Unfortunately once all the 3 iCloud accounts have been created on your device, you cannot create any more regardless of what you do. You will need to re-use one of the accounts that you have already created or create your new account on another iOS device or Mac computer.

    I only have one iCloud account. When I go to settings then tap on iCloud to sign in,that's when the message appears.

    Whether or not you think you only have one iCloud account, you clearly have created three Apple IDs on that device or if you haven't then someone else has.

     

    If the Apple ID that you are trying to enter is correct and is an ID that has already been created you would not get that message regardless of whether you have created three accounts on that device or not.
