My iPhone 5 still have half year warranty, can I buy AppleCare+, or the old AppleCare?

No, you cannot buy AppleCare for the iPhone 5, only AppleCare+. And you either need to purchase AppleCare+ at the time of purchasing the iPhone, or within 30 days (and then, only after an inspection by an Apple employee to rule out pre-exisiting damage).
At this point, you have no options for an extended warranty through Apple.

If Apple care + has been announced in HK then it is unlikely they will give cover on a 6 month old iPhone
If so ask about still being offered AppleCare since you had an expectation of purchasing it ( seems it can be still obtained in US for very specific situations via the Applecrae helpline

Unless the terms are different here in the USA, then no - http://www.apple.com/hk/support/products/iphone.html
AppleCare+ has to be added within 30 days of purchase.
If it it has just become available in HongKong though, there may be some leeway in how they roll it out. You'll have to call Apple of go into a HongKong store and ask them directly.
