WiFi Grayed and bluetooth cant get on

I have read several trouble shooting solutions for iphone 4s's grayed WiFi, but i have not managed to get solution out for my piece. am just a new customer of Apple am not having comfort after heavily spending to buy this phone. its not only the the WiFi but the bluetooth too. it seems to be making endless search in a scanning manner, even when i turn it off, still it returns behaving the same way, someone help me. am losing out
