Q: Is it possible to unblock certain apps with parental controls enabled.

I have enabled parental controls and i don't know if i can unblock one or more apps with the setting still enabled.

iPhone 4, iOS 6.1.3

No, you cannot unblock one or more apps. iPhone do not have this option.

If you want to let your kids play with the iPhone try using Guided Access.
