does anyone know how to set a "maximum login attempts" number to increase security?

I am trying to become more compliant with the HIPAA HITECH security rule and I am supposed to make sure there is a "maximum" login attempts set for between 3-5 and then have a way to track those failed attempts.

Does anyone know how to accomplish this with a MacBook? I have ordered a new MacBook Pro but don't know if it will have any better options.
