so may i ask if there is way to download tinder app in my iphone 3gs with ios 6.1.3 ,, coz app store dosent allow me to download coz um not updated to ios 7??

Some App developers keep older versions around for download.

You will need to download the App to iTunes on a computer first.

With that done you can follow these steps to get a compatible version:

Install the latest compatible version of an app on an earlier version of iOS or OS X - Apple Support
