You need 3rd party apps to do file transfer.

Dec 11, 2013 7:17 PM in response to mulrich1970by StevieKneecaps,I currently use a 4s running iOS 7.0.4 and an iPad2 running iOS 7.0.4 and pair them. I use the data service from my phone on my wifi only iPad. The key to pairing them via blue tooth is to make sure the phone's personal hotspot is on, bluetooth is on, and wifi is off. On the iPad make sure the bluetooth is on and the wifi is off. The device prefers a wifi connection over a bluetooth hotspot so it will kick you off the bluetooth connection if it can connect via wifi. The iPad should then be able to discover and pair to the iPhone in the bluetooth settings. Of course this is for "hotspot" data sharing. Unless you have the newer devices that feature AirDrop you won't be able to do any file sharing.
