I got a new laptop and my music transferred but none of my playlists... I have all my playlists on my phone

iDevices are not backup devices.
Copy the ENTIRE iTunes folder from the old computer to the new computer and everything in iTunes on the new computer will be exactly as it was on the old computer.
I did that orginially, that is how I have all the same music on my new laptop; the playlists did not copy, and I tried adding in the .xml file into the library but the newest version of itunes doesn't appear to do anything with it.
If the ENTIRE iTunes folder, not just the iTunes Media folder was copied over, then everything will be the same on the new computer as it was on the old computer.

I believe that method only works if using the same library that initially copied on the tracks, and if you use the .xml export option. My script ImportDevicePlaylists matches on tag properties and should work even when working with copies of the media in a new (to the device) library. It can also import all regular playlists, or those in a playlist folder, in one pass.
