When Apple releases it for your timezone and carrier (if you do it Over The Air) or corresponding iTunes Store if you do it thru the USB cable, a computer and iTunes. Not a second earlier.

For a major update such as this, it is highly recommended you do so thru the USB cable, a computer and iTunes.
