I've just faced a weird update problem. I updated Foursuqre to the latest version (6.3), in the App Store it has a flat icon and screenshots show new UI design, but after update on my iPhone 4 i've the same old UI and same old icon!
(after updating I reurned to app store to make sure thet Foursquare got a new design, btw, this screenshot is after updating)

Probably because iOS 7 has not yet been released and you can't download it until it has.

Yes, but that is not iOS 7 is it and you can't download what has not been released to the public yet.
Either that or you have downloaded an illegal copy.
The app appearance won't change until you have iOS 7. Just sit tight.
