Do I need iOS 6.3.1 to get iOS 7
Would I need to update to iOS 6.3.1 or when the iOS 7 comes out can I just choose that one to update to?
iPhone 4, iOS 6.1.3
Once iOS 7 is available that will be the only choice

No. Again, you can update directly to iOS 7 from whatever version you have, as long as your device has iOS 5.0 or later. In fact, once iOS 7 is released you will not be able to upgrade to any earlier version.

Keep in mind, if you want to upgrade via iTunes, you need iTunes 11.1.

Yeah, and had I known that I wouldn't have upgraded to iOS 7. Now I have to find another way to sync my phone with my computer because it'll be a cold day in **** before I put iTunes 11 on my laptop. 10.7 is great and 11 is godawful.
