how do i enable security preferences?

I purchased Perla software that is an add-in to Word. When I try to install the software, I get an error that states the developer is not an authorized developer and the app will not install. I went to the security preferences and the section that i should be allowed to select/deselect is disabled. Can anyone help? Thanks,
