That's because XX millions users are all trying to download
I just tried it again and it's going now.
This is a total disaster, the download keeps failing on both my iPhone 5 and my iPad 4. The iTunes 11.0 download keeps failing on my iMac. Very Frustrated!!!!!!!
Update- I just finished downloading it i did it through the phone it's self
After retrying 8-10 times, the process seems to be going ahead as it should.
Updating my iPad 3 OTA; past "Downloading" (where previous failures occurred accompanied by the error "Software Update Failed: An error occurred downloading iOS 7.0") and now in final stages of "Preparing Update...". No changes were made to iPad configuration, to network, etc. in between retries.
Also, continually received errors downloading iTunes 11.1 for Windows but after a similar number of retries was successful at this as well.
It would seem that the widespread prognosis of high server load has merit. As in life, a bit of patience applied goes a long way. Keep trying, jackh003; soon the memories of primitive iOS6 will be behind you as you explore iOS 7.
