I have enough space on my iPad but when I try and download and install iOS 7 I get the message "Softward Update Failed - An error occured downloading iOS 7.0" Any idea why? There was a time or two where it started downloading but then failed in the midst of download.

Probably because Apple's servers are being hammered by the quantity of people trying to download the update at the same time. I am simply waiting for a day or two.
Early days, keep trying. Pressure on downloads. Millions of people all rushing to download. I will do mine at night when all have gone to sleep. (:
Apple's servers are probably being hammered by everyone and his dog trying to get the update the minute is was released. I'd suggest you wait a few hours, or perhaps until tomorrow, and then try again.
