Finally I opened iTune, backed up all my data, restored iPhone from iTune, then transferred all backup data back to iPhone4S. All problems solved!

Sep 21, 2013 2:02 PM in response to Seanm85by andypeers1,Think I've got it to work. Recently got an iphone5 after switching from android. Stayed with o2uk and finding its the TU-GO that's the problem. So I downloaded TU-GO on ios7 and signed in even though its a fresh install and only had it on my nexus. Then I went to settings on TU-GO, delete data and then deleted the app from the phone. Switched face time and I message on and off and it worked.
Good luck

Sep 21, 2013 3:04 PM in response to mikeyb1984by Stevepo85,Before I deleted my tu go account I had:
Reinstalled ios 7 from iTunes backup
Received a carrier update from O2 whilst this took place.
Reset network settings.
Toggled automatic time zone off and back on.
Changed phone number on apple account (mine had USA country code)
And possibly other things I found suggested online too.

Sep 21, 2013 4:33 PM in response to Seanm85by spacecadetG5,Has anyone with Telstra in Australia had theirs work yet?
My iPhone 5 after upgrade worked fine but my iPhone 5S has not.
Seems there are a number of seperate issues, some of which can be resolved by resetting and restoring etc. but the Aussie Telstra customers are having an ongoing unresolved issue despite trying all the tips in this thread. Telstra on Twitter confirming they still have an issue.

Sep 21, 2013 5:00 PM in response to spacecadetG5by filemakers,I have worked out that the hidden text character was being stripped, and causing the messages to arrive as standard texts, this made me think of things intercepting the texts, the only think on my phone was the TUGO software from 02, so I went onto the app, deleted my account from within the software, then deleted the app, didnt need to reboot, all worked next time I turned Imessage and facetime back on and off.

Sep 21, 2013 5:38 PM in response to awooldridge14by Stella9680,I'm having the same problem like everyone and have checked just about everything including resetting the network connection. I have an iPhone 5 and my iMessage and FaceTime worked just fine before the ios7 update. This is very frustrating. I need a fix. I tried entering my password a million times too and I get a message back stating, iMessage activation- could not sign in. Please check your network connection and try again. I can only try so many times... Help please.
