No access to command line tools

I just updated Xcode to 5.0 and now, when I try to download the command line tools, I get an error message that my userid does not have access to the command line tools. I looks like maybe a password problem, but my userid and password work everywhere else an AppleID works. Any idea what's going on?

I am sure this will be straighted out when Mavericks is released. Until then, Xcode5 is only for app development with no command line tools or Brew supported.

Nonsense. Xcode 5 is now available through the App Store, and the command line tools are finally downloading after some hours of problems.
