My iPhone 4s says that it is up to date, and I don't have iOS 7?

The update was released around me at 10 a.m. and it is now 2:00 p.m. and when I went to go look for the update, it said I already was up to date with iOS 6.1.3. Can anyone explain why that is?

I had issues trying to update via WiFi with my iPhone 4S so I just updated to the latest version of iTunes.

After doing that it seemed to work with no real issues downloading and installing iOS 7. Also was able to update my iPad 2 using iTunes with no issues.
