Never say "for sure" because... it didn't solve the problem at all.

I've tried essentially everything people have said aside from deleting the account, because then all my backups will be gone from the Icloud... and what would be the point? That's what I'm trying to get to.

Thankfully it's letting me get to my app purchase history and download the apps on the right appleID now, but it's still refusing to let me synch to the Icloud.

When I try to launch FaceTime I get a message that the phone is restricted from creating FaceTime accounts - FaceTime is greyed out in settings - I wonder if its tied to not being able to accept the terms and conditions

This worked like a charm! Never would I have thought of that! Kudos to you, dude!  Even though it was an easy fix, and it's always those that never seem to be tried, people like me would never have tried that! Even so, Apple should address this problem ASAP as it seems it is not an overload of the server and others, lots others, are having same problem. But iOS 7 just came out, so if it's not fixed within the next 48 hours, I'd hate to be the one answering calls at Apple's Customer Service!

This is amazing.  How can Apple make such a juvenile mistake, requiring people to accept terms and conditions and break everything if their end fails?  Amazing.  App developers know better and are held to a higher standard.

How are they NOT pushing out a fix yesterday?

For all of you experiencing this problem I found a quick fix! Open you "Find Friends" app and accept terms in there. No problem for me. Worked like a charm. I'm up and running now! But, yeah, big mistake from Apple!

Tried that and that's whemn my problems REALLY started.

I'd suggest you use this as a last resort.

Well, then you are so far the only one. I can't remember the site I found the trick on but out of hundreds of comments, not one negative that it doesn't work. Maybe you should connect iDevice to iTunes on PC Or Mac and reinstall iOS 7. And then either try and accept them in settings and if not, try trick again. This has 100% success! Well, 99.9 since you claimed it doesn't work.

Find my Friends always hung and exited as I tried to launch it. But a reboot (it took a surprisingly long time) solved the problem: the terms and conditions were already accepted. After the reboot I was also able to use Find my Friends. Before the reboot I could not get iCloud.com to show my phone's location, it said that it was offline. This problem got also solved.
