Maybe I'm overlooking something, but I can't find Reader in Safari on my iPad. My little iPhone 5 displays Reader as a little text button on the left side of the URL/search bar. The feature doesn't seem all that technically taxing, so I'm not sure why they'd remove it.
Can anyone confirm? Am I missing it?

It's available. The icon is different, no longer a "Reader" button.
I acknowledged the new button look above. It's there on the iPhone, but not present at all on the iPad. I've visited several sites on both devices, and there is no Reader button (the new icon) on the iPad at all.

The horizontal lines in the left side of the URL field have become the Reader button on the iPad. Obviously you have to be on a site that can utilize the reader feature.

As I've said, I fully understand what the new Reader button looks like. And as I've also said, I've tried multiple devices side by side, and the newer iPhone 5 shows the Reader lines, and the 3rd gen iPad does not.
To prove it, here's the same site you just posted, and as you can see, no Reader.
Which leads to my original question: can anyone with a 3rd gen iPad confirm whether they're seeing Reader?
Demo, can you post the exact URL you tried that shows Reader? I noticed that in iOS 7, the address bar will only show the website's domain, but not what exact page you are on.
Yes I am confirming it. I have an iPad 3. Do the basic troubleshooting steps, close Safari and reboot the iPad. Reboot by holding down on the sleep and home buttons until the Apple Logo appears on the screen.

The quickest way to see that there's something missing is to conduct the simple test I described above: visit the same site on two devices. If Reader shows up on one, but not the other, then it begins to look like it's device-specific.
In my case, visiting daringfireball.com reveals the Reader button on the iPhone 5, but not on the iPad 3rd gen. (And yes, I rebooted.)
Update: I've just tried the NFL link above, and for the first time I now do see the (new) Reader button in the URL bar.
Which is almost worse -- now it's proving to be inconsistent, which means the cause is more difficult to track down. My iPhone shows the Reader button on both sites. Hm. :\

Did you try clearing Safari? I don't know if that will help, but it can't hurt. Settings>Safari>Clear Cookies And Data.
