Reset your iPhone and try again ...

Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.

Likewise with my 4S...I had 6.1.3 running before I decided to upgrade to iOS 7, and when I'm upgrading, iTunes is giving me an error 29 message...Now the signing window is closed for 6.1.3, I'm stuck without my iPhone...and solution???

I also am having this same error.  I tried to chat with Apple but they never got back to me.  I tried to call but the site says phone support not available.  My iPad 2 updated with no problems.  I wish I had never updated by iPhone 4s.  Now I can't use it AT ALL!!!

Apple is not here, we are users like you. See this support document for information on error messages http://support.apple.com/kb/TS3694. The one you refer to has to do with security software usually.

    Error 20, 21, 23, 26, 28, 29, 34, 36, 37, 40

These errors typically occur when security software interferes with the restore and update process. Use the steps to troubleshoot security software issues to resolve this issue. In rare cases, these errors may be a hardware issue. If the errors persist on another computer, the device may need service.

Also, check your hosts file to verify that it's not blocking iTunes from communicating with the update server. See the steps under the heading "Blocked by configuration (Mac OS X / Windows) > Rebuild network information > Mac OS X > The hosts file may also be blocking the iTunes Store." If you have software used to perform unauthorized modifications to the iOS device, uninstall this software prior to editing the hosts file to prevent that software from automatically modifying the hosts file again on restart.

I read all of that on Apples website and I tried disabling my Firewall and security software but that didn't fix the problem. I also installed iTunes on a different PC but had the same problem (same home computer network).  I don't know how to check the host files but I can access the iTunes Store from my iPad while on this network (or Wi-Fi connection).  I am going to go camp out at the Verizon store tomorrow and see if they can help me.

And I just scanned "the steps" outlined in the link in your reply. My eyes glazed over....way too technical for me. Besides, I am p.o.'d that I have to go through all this just to use my cell phone!  Android is sounding pretty good right right now.

    Solution:

Basically I did a but of research and kept hearing things about the battery, and I had the battery replaced a while back. So out the old battery back in and it restored no problem!
