I connected my iPhone 4S on my macbook and i clicked update. When the software had downloaded and extracted, This message came up:
"This device isn't eligible for the requested build."
What do i do???

This usually happens on a jailbroken phone
But my iPhone isnt jailbroken.
Well, the iPhone 4 and 4s can download and run iOS 7, so something must have been altered on your phone for this to happen.
It must have been jailbroken or modified in some way for this to happen, because an iPhone 4s can most definitely download and run iOS 7.
So how can i fix this problem??? Can i download a restore 6.1.3 firmware an then update it to iOS 7??
No. Downgrading can't be done and is not supported by Apple.
The only thing that you can try is doing a re-boot of your phone and seeing what happens and if that does not fix it, then you will be left with a phone that you can't use and you are looking at buying a new phone from a legitimate source that has not been modified in any way.
Don't jailbreak your phone - the hassle is really not worth it and you can't get help on these forums either for jailbroken devices.
But i dont understand that because i updated my iPhone to 6.1.3 using itunes.

Well there is nothing that you can do except trying to re-boot the phone, but you probably now have a bricked phone that you can't use any longer.
Time to buy a new phone and don't jailbreak it this time.
Ok well im gonna try downloading it on my device via wifi an see wat is the outcome ok.
If you're updating through iTunes, make sure you have the new 11.1 version.

I also have the same problem with my 4S and it has been never jailbroken.
I had this with my 4S.
The solution for me was to just close iTunes, disconnect the phone, and then reconnect it and start iTunes again.
I seem to remember a Windows user once telling me on a previous hanging upgrade that it was a good idea to use a different USB port when reconnecting.
