My experience with iPhone4 on iOS7 is very slow response for every thing. Here is what I did and nothing seem to help.
I updated mine and my wife's iPhone4 to iOS7 . After upgrade, it is very slow. scrolling, typing, launching app, touch response etc.
for e.g: when launching phone app, it takes 4 seconds or so before its ready to take input. Same goes for every default apple app iMessage,settings etc. Both phones are 16GB capacity.
I tried the following and none of them helped.
1) Reset both phones to factory settings (i.e. setup as new phone without restoring from backup). Still same issues. Good bit of lag when typing my passcode, touch responses, launch times for default apps, scrolling etc.
2) From step 1) I turned off app background refresh, turned off automatic downloads of app,music,books and updates and also iCloud -> Documents & Data to off . Still no improvements. Scroll is very jerky and slow, typing is slow, app launching is slow. At this time, I only have default apps that come with iPhone and no other 3rd party apps.
I like the iOS7 UI and it is very nice but whole experience of slow responses is making me mad. In comparision, iOS6 was super fluid and response times are just amazing and iPhone4 was fun to use. Now the whole experience is gone. iPhone4 feels like very cheap phone on iOS7 with this lag for every little thing.
Can you tell me your experience as to why your iPhone4 is working fine vs vast majority of others who are on iOS7 with iPhone4 experiencing this lag and slow response for everything.
My experience is with two iPhone4 devices at home

I know you indicated that you did a full reset to factory settings. Did you do that via the Settings>General>Reset>Erase all Content and Settings?
If so, then although it may seem counterintuitive, you might want to try these two things that have helped other users posting with this same issue:
Go to Settings>General> and select Reset All Settings
Reset the device itself: Press down on the Home and Power buttons at the same time and continue to hold them down until the Silver Apple appears (up to 30 seconds).
I know a lot of users with the lag problem tried these, and it seemed to clear the issue up for them.
Give it a shot!

Yes. And you had your CHOICE of which look you wanted. You didn't have to "just live with it" with a design scheme so obviously polarizing and insipid as iOS7 is. When Apple offers us a choice of iOS interface, THEN this argument will be valid.

They really only monitor for violations of the service agreement for the forums. When an issue like this one comes along where hundreds of people have a complaint I am sure they to watch that one closely. But they are very clear about the fact that if you want to report an issue of just give feedback you need to do it through their feedback page, http://www.apple.com/feedback

Oct 3, 2013 10:27 AM in response to GryphonLAby ziggy925,I also have a 4 that is running slower and sometimes takes more than one swipe or tap after 7. However, the phone still works and all this is just a mild nuisance, except for the white on white which I'm getting used to.
FYI, if you do a lot of Google searches and follow tech tweets you'll find that Apple is aware of all these issues and is working on them, with solutions hopefully in two months. HOWEVER, I seriously doubt you will see a "fix" for the new look and feel. We'll see.

I did not update my iPad 2 because I am afraid it will be a lot slower with IOS 7 since the iPad 2 has an older processing chip. I read quite a few posts on here from others complaining about IOS 7 making their iPad 2's slower.

Every IOS device in my household has seen a performance drop when going to IOS 7 from IOS 6.. iPad 3, iPad 4, iPhone 4s and 3 iPhone 5's.
Maybe we were foolish putting all our apples in one basket but they all ran great on the previous IOS.
