Seriously? Are you intentionally being obtuse? You're trying to tell me that i ran my iPad one night and had 3.2 GB of FREE SPACE... OF STORAGE, and when I ran it the next morning, my iOS decided to take 2.5GB of that for no reason... with NO apps open? Stop trying to rationalize it... It's happening. CNET reported it, MacRumors reported it, ZDNet reported it. Apple staff confirmed that it was undeletable.
Im just making sure you really have this space taken up and not some of the people who are just trying to make false claims.
No need to get hyped with me, you have to realize that many people are just coming on here to complain because they do not have anything better to do and many of us trying to help have to sort through a lot of this BS.
I will take you on your word that you and many others are having this problem. I guess that 4S I have is a special phone that has not stored the update on its space. Could that change, yeah, do I feel for you since you have a LEGITIMATE problem, yes I do.

Sorry I can't help troubleshoot whatever the issues are, but just don't have enough information to do that. However, I can ensure you that you can rule out a "forced" download of iOS 7....

Ummm, maybe because most EVERYBODY who wanted it seemed to have trouble downloading it the first two days?
From CNET: CNET confirmed the behavior on both an iPhone 4 as well as a fourth-generation iPad, both of which were running the latest version of iOS 6 before 7 arrived. For the iPad, the download began within minutes of turning on the device and plugging it into A/C power. When finished on both devices, it accounted for a little more than 3GB of space that was previously available on the device, and did not show up in the storage management settings submenu.
From MacRumors: Specifically, users who still have iOS 6 installed are experiencing self-starting over-the-air (OTA) downloads for iOS 7 to their devices when connected to AC power, averaging around 1 GB per download and occupying 3.1 GB of storage.
When I called Apple Support, they acknowledged the download but said it was not deleteable. Can I call them and tell them it didn't happen because you ruled it out?
I have no idea why, because it didn't happen to you or anyone else who fought to get it quickly, you can't believe this is happening when users are reporting it in multiple places. I appreciate the effort and your obvious expertise as indicated by your level and your initial response, but this is a real concern about the unwarranted downloading of data onto their device, and not something in their heads.

First make sure you have a backup of your device on your computer prior to this download.
Perform a complete device to make clean.
Restore from said back up.
Load that device with as much music and apps to take up the extra space.
Again this is an idea.. may or may not work but if it bugs you that much its worth a shot.

And from Apples own support pages:
Go to Settings > General > Software Update. iOS will automatically check for available updates. Available updates download automatically if your device is connected to Wi-Fi and a power source.

And this thread about the same complaint in iOS6, where the same problem is referenced in iOS7 forced downloads beginning on page 3.

It is a good idea, but i'm holding off on anything where i refresh the devices that drastically, in case it tries to restore it with 7. I may try it if it comes down to it, but want to pursue some other ways first.
And I didn't mean to get hyped up on you, just got frustrated at the responses and shot at you first, Thanks for understanding, and for the advice. Will let you know if something works here.

But then that's just techno challenged me who was willing to go to the source and ask a question because well... I don't have to pretend to know everything...
Now... there were a few extra dance moves in there but if ya'll would stop ankle biting each other long enough to use your heads you might lower your blood pressure significantly.

Apple will NEVER, EVER let you down grade because I have discovered with iOS 7 upgrade they have figured out how to disable all 3rd party accessories. I have 3 lightning bolt cable and 2 classic apple to lightning bolt adapter, all will not work any more. Been working fine for 7 months...

Was very basic... simply back up your iphone data with itunes and do a restore and let it sync up again.
I don't know if it will work for everyone but it sure worked on mine...
Who knew... we'll see if it helps with the battery issue...

From my interpretation of the book the latest update, IOS 7, goes against all that he stood for in design and functionality. The whole thing is bland and uninspiring.
I know that in life we have to move on, but I'm afraid this latest update has made the devices poor cousins to the previous IOS. I suggest that someone at Apple gets a grip of the engineers and produce an IOS update that is a pleasure to use. They could at least give us the option to choose how it looks, but that never appears to be an option with Apple. I believe that IOS 7 falls into the category of a change foe changes sake which is a very bad philosophy to follow.

NO, what's funny is that, with the exception of the green felt on the Game Center, I heard no complaints about skeuomorphism until iOS7 was previewed. Then suddenly "everyone's always hated that". Well, I complained long and loud about the new look and asked repeatedly if they were going to fix the UI. Obviously, they didnt, so i chose to NOT upgrade. Apple, however, forced the download to my devices, gobbling up 2-3GB of storage. I'm complaining because I STILL DON'T WANT THIS, NEVER ASKED FOR IT, AND WANT IT OFF MY MACHINE BEFORE IT GETS THE IDEA OF INSTALLING ITSELF!!

They could get away with it in all their previous updates because each was a clear and unanimous improvement on the old. It is not the case with OS7. Clearly some people do like it - but a lot do not. Personally all my family and friends have not upgraded because they have heard it is so ugly. Whenever I have showed my upgraded phone to them they are astonished that Apple should make something that looks like a downgrade.
