I was able to move and scale my wallpaper on my iPad 4 by turning off the parallax motion.
Go to Settings > General > Assessibility > Reduce Motion "set to OFF"
Next, in Settings > Wallpapers & Brightness > Choose Wallpaper - you should now be able to "Move and Scale" the photo that you've chosen for your wallpaper.
After you've SET the wallpaper, you can go back to Parallax motion by turning Reduce Motion to "ON".
This didn't work for me, it still stretched my image out. I had to size it how I wanted in Photos, then take a screen capture and assign that as my wallpaper. :-/
Apple isn't supposed to read this complains? *** is wrong with them??? Or if you (Apple people) are reading this, *** IS WRONG WITH YOU???!!! Apple devices are supposed to be friendly and easy to use! This issue is going to be 1 year old soon and they have done s h i t about it! What would Steve Jobs say if he saw whats going on!!! This is one of the most frustrating, annoying, cursing loud, yelling, breaking stuff and blood pressure raising problems in apple devices so far!!! FIX IT!!!
I Switched to using an app to scale my wallpaper. There are several apps in the ap store that will do this for you. I use Wallax.
I have found that opening an image I want as a wallpaper in windows "Paint"
Increase the canvas size by grabbing a corner and dragging down and to the right
Then select the image and reduce size by 50% or a little smaller
The move that image to the center of the canvas
Then save and upload to phone
Select the new image as wallpaper then zoom to fit
