I just upgraded to ios 7 and my control center will not open, no matter how many times I swipe up on my screen.

Same issue here. Notifications and the camera work everytime, but the handle for CC is very difficult to access
Do you have a case on your phone? Many have reported these issues and it seems the case doesnt allow for proper/significant swipe from the bottom edge of the screen.
I figured it out. You cannot swipe at the edge of the screen, you have to begin swiping up BELOW the screen. Just above the home button. That solved it. Thanks for everyone's help.
