I have iPhone 4S with iOS 7. I live in Ukraine. When I try to make the team the phone starts ringing, and does the response from the operator. When I have iOS 6 all was works. Help please.

IOs7 does not support it anymore.
This is a limtation in IOS 7, I Denmark seveal companys is using USSD to forward calls i the company. And now it's not possible, thats a big problem.
Apple's answer is, that it's a security hole, they have blocked, and not a limitation :-(
So don't upgrade to IOS 7 if you want to use USSD on you Iphone!
