Why cant i send any text messages without using wifi? When im out i cant use the internet either! Its not been able to work since i downloaded ios 7!!

Had the same problem after the upgrade. What fixed it for me was requesting from your carrier the SMS/MMS settings as well as the APN for data usage. Requesting may differ from each carrier but generally that may just be the solution. Remember that when you upgraded, you start off using the "setup" mode when the phone first turns on.
