Yours is the 3rd posting I've read on this forum reporting the wifi button becoming enabled after turning off cellular.
Please may I ask some follow up questions?
How did you turn off 3G? Was it by enabling airplane mode? Or was it through disabling cellular data?
Then did you have to do a reset? Hard reset? Or Reset-Network-settings?
And did you turn cellular data back on? Did wifi stay up aftter re-enabling cellular data?
Do you have iTunes Match turned on?
This problem, as I've read another poster report, may have something to do with too many switches between cellular data and wifi. The IP I got from my cellular connection is 10.x.y.z, and the wifi IP is 192.168.x.y.
I think even when we are on wifi, iOS may switch back to the cellular interface when needed. I say so because one time, but only one time, when I first got my iphone5 (still on ios6) I set up at&t international calling, and it wanted my credit card info. As soon as I clicked on submit, I saw the wifi logo change into LTE, then after a very short while, it changed back to the wifi logo!
This makes sense, because on the LTE network, we are on the carrier's private data network, where as on wifi we are on public Internet. They can't be sure if the user has wifi security turned on or not or if we are at a public wifi when we submit a credit card number. So it made sense to me that the app chose to use LTE at the crucial moment of submitting a credit card number.
My thoughts are: there may be some kind of feature in ios7 that needs to go back to cellular data for security purpose, then switches back to wifi when it's done authenticating. Since everybody has their own habits, turning on and off different features of ios7, this may explain why some people don't have this problem but some do.
It may well be hardware related too. The 4S has been on the market for so long, who's to say the wifi chip on every single one of the 4S is the exact same model?
Hope the powers that be think of an acceptable solution soon to everyone who's been afflicted with this.

Oct 12, 2013 6:58 AM in response to Fede23by tkm133,I have a 4S and also upgraded to the ios 7 on Sept 20, totally lost wifi. Took plone to Apple store for help, spent 2 1/2 hours there, 3 techs tried to help. One was too busy texing her husband!
They tried everything (I think) could not fix. Said it was my phone, so why did I have wifi minutes before doing the upgrade?
Spent another hour with Apple (over phone) she could not help.
So what the h... I do not have $199.00 at this moment for another phone - maybe I should just throw it in the toilet...

She has used for one year and a half, so it is out of warranty, the Apple care said I need to pay 27000Yen to have a replacement. It is about $270, i think it is not our responsibility. We are waiting for the update to solve this problem, if possible.
Apple, what do you think of this issue for so many devices when update to ios7 ???

Oct 12, 2013 8:04 AM in response to Hauyuby Boardhedz,my understanding is that the update to the OS has caused a malfunction with the hardware which has then damaged the wifi chip and hence, cannot be repaired with a software update!
we have been asking for a response for a while and no response!
there are several fixes that you can try and hopefully it solves your problem but many 4s have been permanently damaged
have a read of the several threads on the subject

tried switch off/on, re-boot, restore, phone restore and set up as new phone, re-set network settings, re-set all settings, fridge, hairdryer etc. etc.
Apple aren't listening, but are watching and deleting certain posts they don't like
I think if someone technical can let us know what needs to be replaced in the phone we can then assess whether to repair or go to Apple shop and let them clean out your wallet!

Well, this is a forum, huh? In Russia the speaker of the lower house of parliament (the State Duma) once said: "Parliament is not a place for discussions"... Oct 12, 2013 2:44 PM in response to Fede23by robbmccormick,I am having the same issue. I just upgraded my 4s to iOS 7 and now my Wifi/Bluetooth aren't working. I talked to tech support and followed all of their instructions. I also tried many of the things people are saying worked for them in this forum, but still no luck. I finally restored to a new cell phone and tried several several things to get it working with a clean install. Guess what, now I can't even install anything because my **** Wifi won't work. I just upgraded my ipad 1 to the new gen ipad and I've had earlier iphones, but this is making me want to walk away and return the ipad I just purchased.
I mean seriously, we are just screwed?

as you say this has been caused by the OS update, one guy said his phone got really hotwhen updating!

... I would add that my wifi temporarily came back after 10 minutes in the freezer - so it might not be permanent damage ....
