Little different. My wife and I each have an iPad 2 and an iPhone 5 - installed IOS 7.2 on all.
all but my wife's iPad work with wifi - hers finds nearby nets that ask for a password, but ours doesn't - just get error message Unable To Join The Network "net name"

I have an iphone 4s and upgraded to iOS7. Worked great for a few weeks until bluetooth and wifi stopped working. I firmly believe it was caused by some bug between the quick menu buttons and the system menu buttons for bluetooth and wifi.
Anyways, I tried everything I read others were doing to fix theirs including the airplane mode>network reset as apple claims to do. I also tried a total reset, including cloud restore and also going to a new phone. By the way, if your wifi doesn't work and you reset your phone and lose your apps, you will not get them back unless you backup to your computer. Icloud works through Wifi and you're in trouble if you haven't backed up to your computer as well. I tried several things and talked to a few tech guys who were nice, but didn't solve anything for me. He basically ended our conversation with the fact that my phone is faulty.
Finally, I was on Ifixit and stumbled across a post about using a hair dryer. There were actually quite a lot of people who all said it worked for them. I was ready to go get a new phone the following day so I just figured I would try it against all reason and see if it worked for me.
Here is EXACTLY what I did.
First, I turned ON wifi and bluetooth via the slideup quick menu from the iphone. I know this doesn't actually turn it on in the setup menu due to the bug, but I enabled it none the less.
Second, I put my phone on the counter and held the hair dryer on the end of the phone, mainly on the headphone jack and along that whole end only. I literally held it an inch away for about 3-5 mins. I noticed the bluetooth icon came on and I couldn't believe it was working! I checked in the menu (while still holding the dryer) and wifi was still greyed out. I then held the dryer basically right on the headphone jack and power button (almost touching) for another 3-5 mins. Finally it said 'iphone is too hot, please cool phone". It also had a slider for "emergency call".
I let the phone cool down and when it rebooted, wifi was back and working fine. That was 3 days ago!
I then erased and reset my phone and then was able to icloud restore over wifi back to where I was before the problem started.
I hope this works for you! I definitely think you need to get to the screen where it overheats, because when it started back up it seemed like it did some sort of total hardware reset in the software. Almost like it reinstalled my wifi and bluetooth sort of thing.

Maybe a good chocolate dip in the toilet might do the trick too huh?? Maybe my excrement might pull the evil out of the phone and it will magically start working.
I think I'll wait for a proper fix. iOS7 messed up the WiFi on my phone, Apple needs to fix it with a software update. That's the proper way to fix what they messed up.
No hair dryer, no freezers, no chocolate dipping, no rubbing my phone on my nipples hoping for a miracle fix.
FIX IT!!

Oct 14, 2013 7:44 PM in response to L8TAHOEby Col.TED,wish Apple would give us the option to downgrade and will downgrade my 4S to IOS 5 right away.....had the same wifi issues since IOS 6......if any posters here would track back, we were the same posters faced with the same woes since IOS 6....to tell you the truth, me & several others have tried all the quick fix you had on this thread but all of them are just band-aid solutions and problem still returns....:)

After two weeks the same issue occured making me think it is a software issue not a hardware issue. I now have a briked iphone 4s again. HELP!
