Not unless you have a backup. If you have an iCloud backup of your iPad made before the files were deleted they should be there, but you will have to restore the entire backup, you can't just restore the files - so you will need to save out anything created since the backup.

Yes, icloud keeps everything in sync.  Delete in one place, it's deleted everywhere.

I'm afraid it's not like deleting files on a Mac when there is the intermediate step of the Trash. Deleted from a server is permanently deleted, and since iCloud's function is to keep iCloud and your devices in sync, it means deleted from your devices as well. As I say, only a backup can help you, if you made one.
