I too have a 4s iPhone , and am trying to cancel passcode lock. I have just updated to IOS 7.1 and since I have done this there is no " passcode lock" in my settings. So how do I cancel this setting. Please help!
Settings/General/Passcode Lock [enter passcode] "Turn Passcode Off". If you can't turn it off you either have restrictions on changing settings, or you have a corporate email account and your administrator requires a passcode.
It's rather foolish to not have a passcode, as the thief will have enough information to steal your identity. But that's your choice.
If you have a corporate Exchange account set up on the phone, the administrator is capable of requiring a passcode on all devices connected to the system. If they have, you will NOT be able to disable the passcode unless and until you remove the Exchange account from the device entirely.
Note that re-adding it after removing the passcode will force you to re-create a passcode.
This is a personal, private phone. I do not have a corporate Exhcange account. There is no corporate account. There is no administrator. This passcode first appeared after I updated my software a few days ago. I have never had a passcode before.
Settings => Passcode => Enter your passcode => Tap Turn Passcode Off => Enter passcode again.
If you have never used a passcode before and you do not know what the passcode is, you will need to restore the phone as new, but you may still need the passcode to do this, I am not positive.
You may have to take your phone into an Apple store and have them help you.
I have never heard of a phone suddenly needing a passcode without the owner setting it themself.

I have a 4S. Per Tom_D's instruction I have now turned off the passcode.
This sudden appearance of a passcode may have something to do with my software update from version 5 to version 7 a few days ago.
What KT said. You have the option of bypassing setting a lock code during setup, but it is hidden down at the bottom of the page.
Unless you have no personal infomation on the phone that you would mind someone evil getting hold of you SHOULD have a passcode, however.
My daughter had this issue with the passcode after she put her college email on her phone. Even though her phone is a personal phone the email is an exchange email account and so it must be managed by the college email administrator. She did not have the issue before that.

The setting for passcode lock is not under General any longer. It is under Settings by itself. It is in the same grouping as General, Wallpapers & Brightness, Sounds, Passcode, and then Privacy.
I found the 'Passcode' in the Settings menu. However when I click it there is no option to turn off the passcode. Just something to change the passcode. How do I disable the passcode?
You don't say what phone you have. Do you happen to have the iPhone 5S? Are you trying to use TouchID? If so, you cannot turn off passcode, without turning off TouchID.
One of the very first things iOS 7 prompts you to do after installation is to set (and confirm) a passcode.
The administrator has required a passcode. There is no way around it except to delete the college account. She would be crazy not to have a passcode anyway.
