How to make control Center translusive for ipad third generation and iphone 4 S ?

I have downloaded iOS 7 for my family, we have third generation iPad , iPhone 4 and iPhone 4S , I read article that graphical effects like transparent of control Center and notification Center wont support for slow CPU like iPhone 4 , but I know that my iPad has fast process and can handle such thing, but All the devices that we have doesn't support the graphical effects , that is very odd !! Please any advice and help?
