One of my team had this problem this morning and this is how I solved it:
1. Go to Settings
2. In Safari make in 'Block Cookies' you don't have 'Always' selected (middle option is best)
3. Swipe down to 'Advanced' and make sure 'JavaScript' is on
4. Go back and tap 'Clear Cookies and Data'.
That should have resolved it. If not make sure you don't have 'Private' selected in Safari and try restarting at this point.
That should definitely have sorted it out.
After tapping 'Agree' in the App Store terms, if you want to go back and change the above to your preferred state you can do so. I believe the App Store is using a Web View for the terms and this needs to store a cookie.
