I can't figure out how to get airdrop. Can I even use it with a iPhone 4S?

AirDrop is available on iPhone 5 or later, iPad (4th generation), iPad mini, and iPod touch (5th generation) and requires an iCloud account.

To get it on iPhone 4s follow these instructions. Settings-General-restrictions-airdrop
As stated, AirDrop is NOT available on an iPhone 4 or 4S.
