I went into Settings > Mail and turned off Organize by Thread. This seems to have solved the problem.
Is there a bigger issue here that Apple should be aware of?

Same here. I noticed that I can no longer open threads/multiple emails on my 16G iPhone 5. Had to disable "Organize By Thread". One thing for sure, this did work once, right after the upgrade and before I re-installed my apps, and loaded up my music. My gut feeling is, it has to do with memory/space available on the device.
FWIW, I am not seeing this issue on my iPad 3, but I just upgraded it and haven't reloaded any apps or music. I'll do that soon and will share my findings here.
FWIW, I loaded up my iPad 85% with music and stuff, I can't get it to display the same issue iPhone has.

I'm experiencing the same problem. I had to turn off "organize by thread" in order to read emails in that thread.
The one thing I did notice in my case was threads that I read only on my iPhone was able to opened. However, if I open an email from a thread on my desktop computer, that thread can no longer be opened on my iPhone. Perhaps it has something to do with the way iOS7 is managing what is read.
At our company we are switching domain names, so we have two email addresses on the same exchange server. This was causing a problem where depending on which email address was used, a REPLY all caused the "new" email address/domain to be added to the REPLY - only on the iPhone though. We used the following thread to combat this issue: https://discussions.apple.com/thread/2786688?start=15&tstart=0. However, now we cannot open an "organized thread"... We reverted the multiple email address configuration, and now the "organized thread" can be opened. We need to find a solution to both issues, hopefully this thread will lead us to an answer.
Has anyone found an answer to this problem? I cannot open 'group' e-mails from my exchange mail service on both my iPad and iPhone 5. It is very frustrating.
Make sure that you use your main email address (set on exchange server)not one of your alias addresses when setting up exchange on iPhone. Worked for me
I fixed this issue on one of my users iPads by removing the mail account and re-creating it.
Go to Settings
Mail, Contacts, Calenders
Select the mail account you wish to remove
Select Delete Account
Go back to Mail, Contacts, Calenders
Select Add Account and put your account details back in.
I'm running into this problem on a couple of iPhones I manage. Anyone find a permanent solution? I don't really want to disable "Organize by thread". I tried removing email account and re-creating, and that works for awhile, but eventually the problem returns. Thanks.
I have a user with an iPhone 4 (Version: iOS 7.1.2) with exactly this issue, is there a fix yet please?
