Restoring ipod touch

Any ideas on how to fix an ipod touch that is frozen? The apple logo flashes every 5 seconds, and it won't turn off or reset. Itunes or Windows Explorer won't recognize it as a device. Also, is there any way to keep pictures that are on the ipod?
