Pull down yields notifications not search (ios7)

Recently updated iOS 7. When I pull down and get the notifications and not the search bar. What gives? Pulling up from the bottom reveals the control pane as it should.

Not very happy in general. Everything is soooooo simplified to the point of being cluttered. Only apple could do that. (There's no emphasis on anything. Everything is given the same weight. Nothing is bolder. It's incredibly bad design). That said, the quick access to BT has been a long time coming and I guess worth it.

If you put your finger at the very top of the screen and pull down you will get notification center and putting your finger in the middle of the screen where apps are at and then pulling down will show spotlight search
