"Other" data growing while the phone sits still?

iPhone 4S, iOS7, full reset.

As I've sat here trying to get on the site and search for a solution, the OTHER catagory on the phone has grown from 250 Meg to 1.3 Gig WITHOUT DOING ANYTHING. NO apps are on the device yet, I haven't restored anything, just the reset.

Why is the OTHER catagory growing and what the heck is in there that I can delete!?!? Again: I just wiped the phone and started fresh so there's NOTHING on it!

Apple had best fix this in the 7.01 update or a lot of people are going to have full phones with nothing but OTHER data on board.

Any hints?!?!
