spotlight search iphone 4 with new ios7 - no search bar (9/19/13)

I just upgraded my iPhone 4 from iOS6 to iOS7 and despite numberous website articles, videos, and hype about how great spotlight search is, and exactly how to use it (swipe top down from anywhere and get a search bar) - my phone will not display a search bar. What appears when I swipe down is cool and all– I get todays date, calendar and all sorts of other update info.

In Settings, I have Spotlight search set to show various things. There does not appear to be an ON or OFF for the spotlight search functionality itself, just the toggles for what I want to be able to search. Alas the search bar does not appear no matter what I do.
