The fact that there is no thread means that this must be very simple, but how do you disable 'Top Hits' in this new version of Safari?
I am trying to disable "Top Hits" too and have not found out how too. Does anybody also know how to clear the "Top Hits" cache?
Maybe we'll get an answer when America wakes up.

Anyone at all? No one in the vast Apple universe can help out with this? No passing ICT whizz enthused by a challenge? No Eddie Snowden-type soul concerned at how Apple has a cache of internet history we neither knew about nor could access?
Ok solved it.
Go to Reading list and click Show all.
Delete entries by swiping to the left.
Clear cookies etc.
Finally! Was searching the solution for days now...

I had this issue with my iphone. I went to settings>iCloud then turn off safari haven't had anymore issues with top hits lol.
