After update, applications are not working and can't stop an app running

I have updated the software for my iPad to ios7. I am now struggling to download papers as it is saying I have no internet connection when I do. And we have already subscribed to the daily mail but it is not letting me download papers now. Also when I double click on the button to hold down on an app for it to wobble and the minus button to come up to stop the app from running, this doesn't happen. Can anyone help?
